The Beechcraft 1900 design line began in 1949 with the Beechcraft Model 50 Twin Bonanza, a 5-passenger biplane designed for the US Army. It quickly became clear that the plane's two doors, which could hold only 19 passengers, were overbooked. In building the 1900C, Beechcraft retained the front windshield, but eliminated the rear windshield door and installed a large cargo door in its place. Other than the door redesign, the early 1900Cs were identical to the original 1900s. They were given serial numbers beginning with the letters UB. A total of 74 UB versions were built, many of which remain in service.

UA and UB series aircraft use a balloon-type fuel tank system in the wings. Later 1900Cs use a wet wing fuel system: the wing tire sections are sealed for use as fuel tanks. The 1900 and 1900C, like most 19-passenger jets and small business jets, have fairly small passenger cabins, with ceilings so low that passengers (of normal male height) cannot walk through the interior without leaning forward. The 1900D was designed to solve this by providing a "standing cabin" that allowed most passengers to walk upright. The US military designation of the Beechcraft 1900C is the C-12J. It is a variant of the C-12 Huron, the most common designation for military King Airs. The C-12J consists of six Beechcraft 1900s built for the US Army with "UD" serial number prefixes, as well as other 1900Cs in US military service.
